Simple 10% DC Overlock

This is a very simple modification that changes the default settings on clock IC. The system clock is driven by a 33.333Mhz clock. This changes that to 36.7Mhz

Parts to remove/add on bottom side of motherboard:
Remove jumper resistors that are crossed out in red
Install 10K 0603 5% resistor in blue line locations
